Fired former national security advisor Mike Flynn exalted that a nuclear deal involving Russian Federation was "good to go" just minutes after President Trump took the oath of office, House Oversight panel Democrats said based on a whistleblower's claims.

Flynn told the business associate that a project they were working on to build nuclear reactors in the Middle East was "good to go" and directed him to push forward on the plan, the whistleblower said, according to a letter written by Rep. Elijah Cummings, the top Democrat on the House Oversight Committee.

The whistleblower also said that within minutes of Trump's inauguration ceremony, Flynn communicated directly with business associates about plans to begin building nuclear reactors in the Middle East-a joint project with Russian Federation, according to the letter.

The witness told congressional investigators that he was "extremely uncomfortable" with the conversation, Cummings wrote, and took brief notes about the discussion during the inaugural event. The texts were timestamped as being sent just as President Trump was delivering his Inaugural Address, the whistleblower said.

The whistleblower told House Democrats that while Trump spoke at his inauguration, Flynn texted from his seat on the Capitol steps to Alex Copson, the managing director of ACU Strategic Partners and the nuclear project's main promoter.

Cummings said the whistleblower, whom he did not identify in the letter, "fears retaliation", but would speak with Gowdy if he agrees to protect the whistleblower's identity.

The chairman said he shared Mr Cummings's letter with the Republican leading the Intelligence Committee's Trump-Russia probe, as well as that panel's top Democrat, "so they may determine whether to add witnesses" to that panel's witness list.

Mr. Gowdy and Mr. Cummings have a long history of clashing publicly over politically charged investigations.

"I do not bring this whistle-blower to your attention lightly", Cummings said. The whistleblower saw that the time stamp of the message was 12:11 pm, but did not read the text.

Based on the witness's account, Mr Cummings requested that Mr Gowdy issue subpoenas to White House Chief of Staff John Kelly - as a custodian of White House records - Flynn, Michael Flynn Jr, the Flynn Intel Group, Mr Copson, and others, for e-mails, text messages and other documents related to Flynn's foreign contacts and payments. Mr. Copson confirmed in a letter to me on June 27, 2017, that his company paid the expenses for a trip General Flynn made to the Middle East in June 2015 to promote his project and provided a $25,000 check to compensate him for the "loss of income and business opportunities resulting from this trip". "This is going to make a lot of wealthy people".

"Mike has been putting everything in place for us", Copson told the whistleblower.

"Mr. Copson explained [to the whistleblower] that General Flynn was making sure that sanctions would be 'ripped up", Cummings wrote.

The letter was written to the new Oversight Committee chair, Republican Rep. Trey Gowdy of SC.
