Administration Expects Russia to Uphold the Obama-Negotiated Nuclear Limits Trump Criticized

The State Department said in a statement on February 5 that Washington fulfilled its commitments under New START in August 2017.

The United States and Russian Federation have both declared that they complied with a 2010 arms-control treaty limiting the two countries' massive nuclear arsenals, as Moscow criticized President Donald Trump's new nuclear policy.

The treaty was signed on 31 July 1991 and entered into force on 5 December 1994. "We have no reason to believe that the Russian government will not meet those limits as well", U.S. State Department spokesperson Heather Nauert said.

"Russia confirms its commitment to the New START treaty", the ministry said.

The verification regime provides both countries insight into each other's strategic nuclear delivery systems, warheads, and facilities, as well as data exchanges to track the status and makeup of nuclear weapons systems.

In addition to the limit on deployed nuclear warheads, the treaty required both countries to draw down to 700 deployed missiles and bombers, and 800 deployed and nondeployed launchers.

According to the ministry, Russian Federation has reduced its strategic arms down to 527 units of deployed intercontinental ballistic missiles (ICBMs), deployed submarine-launched ballistic missile (SLBMs) and deployed heavy bombers, while the warheads on the above-mentioned arms totaled 1,444 units.

Nauert further said that the US had 800 deployed and non-deployed launchers of ICBMs and SLBMs, and heavy bombers.

To verify compliance, the United States and Russian Federation will exchange data on their nuclear arsenals "within the next month", Nauert said in her statement.

However, Russia has been reinforcing its tactical nuclear arsenal that is not covered by the treaty.

Over the weekend, the ministry took aim at the newly announced U.S. Nuclear Posture Review, a policy document released on February 2 that lays out the thinking of the Trump administration on nuclear weapons use.

"Through implementing the New START Treaty, the United States continues to demonstrate its commitment to fulfilling its arms control obligations, including under the Treaty on the Non-Proliferation of Nuclear Weapons".

"The United States completed its reductions and achieved these limits in August 2017" while Russian Federation "has repeatedly stated its commitment to the New START Treaty", Nauert said.
