Pakistan president signs ordinance to rein in outfits banned by UN

Islamabad: in what could be viewed as cosmetic action, the Pakistan's Punjab government has launched a crackdown on seminaries and health facilities run by the Jamaat-ud-Dawa (JuD) chief and 2008 Mumbai terror attack mastermind Hafiz Saeed in Rawalpindi.

A notification, issued by the ministry on January 31, states that the organisation is acting in a manner that "may be concerned in terrorism".

The action came after a high-level United Nations sanctions team visited Rawalpindi in January to review progress against groups and individuals banned by the UN.

Authorities have begun seizing control of offices and financial assets of the charities founded by Hafiz Saeed, an official said. Washington has designated Saeed a terrorist. A Pakistani court freed him from house arrest a year ago after ruling there was insufficient evidence to convict him.

In the wake of the actions taken by Pakistan (or the lack of it), it is being said that Pakistan's action to ban Saeed and his organisation may be a case of "too little too late" and it may not be enough to prevent the global anti-terror funding watchdog from "grey listing" Islamabad later this week. The amendments state that entities sanctioned by the UN Security Council will be proscribed in Pakistan on an "ex parte basis".

It is feared that the worldwide body can take some punitive action against Pakistan, it said. Critics say previous such efforts have faded once pressure onPakistan eased.

The country has authorised its government to blacklist charities linked to Saeed - Jamaat-ud-Dawa (JuD) and the Falah-e-Insaniat Foundation (FIF). The amends made in the Ordinance will clear any ambiguity about the nature of crimes that have been committed by Hafiz Saeed, and other organizations, thus, making it impossible for the terrorist to escape justice.

"We are now working with the US, UK, Germany and France for the nomination to be withdrawn", Ismail said.
