Others began to critic the people who elected him to the position.

The decision to name him fire chief didn't go over with some residents too well, including the victim's mother.

Mayor Ann Louise Wagner told the paper she and the firefighters knew of Gilbert's sordid past in 2010 and that she won't reverse their decision to make him chief.

"It seems you can never do wrong and do good again", Gilbert said of the backlash he's faced.

He said he has "changed his life for the better" since his conviction.

According to, Gilbert says he has made the decision because of concerns about safety for his family after they received death threats.

Pennsylvania state police say it's up to each community to decide whether to allow sex offenders who have completed their sentences to serve in an office at the local level.

The victim's mother said Gilbert shouldn't be in a position where he can interact with children.

State Representative Ryan Bizzarro posted on Facebook in regards to the Fire Chief with a criminal history.

Though the position is unpaid, a 2001 conviction for engaging in sexual intercourse with a 4-year-old girl is enough to convince many in the tight-knit community that he should be disqualified from the position.

Gilbert said he has paid his debt to society and he doesn't believe he should have to pay any longer.

"She was 4", she said. He should not be allowed to have certain rights for what he did. She told the Corry Journal Gilbert should not be placed in any position where he will have contact with children. "If you were in an accident, would you want this man working on your child?"
