Pence made no mention of the Trump administration's "zero tolerance" policy or the caring for unaccompanied children, who are overseen by the Department of Health and Human Services.

The Democratic calls to scrap the agency underscore the balancing act the party is facing on immigration issues.

Voters, meanwhile, were more split on whether they believe Trump's immigration policies are based on a genuine interest in controlling the country's borders or racism.

But last month, Trump reversed course and signed an executive order to keep families together.

Many anti-Trump activists, such as Nelini Stamp, the national organizing director for the Working Families Party, called the #AbolishICE movement a "critical moment" in the early maneuverings for 2020. "You are doing a fantastic job of keeping us safe by eradicating the worst criminal elements", President Donald Trump said. They are calling for ICE to be abolished and Kenney to cut off access to a database that shares arrest and court information with the federal agency.

Still, not every immigrant advocacy group takes the same view. The U.S. spent $187 billion on immigration enforcement between 1990 and 2013, according to the Migration Policy Institute. And that's a problem, many say.

Democratic Senate candidate Beto O'Rourke has resisted pressure to jump on the "Abolish ICE" train, but the congressman fell short of taking the idea entirely off the table during a recent interview with KUT-FM.

In April, the Intercept obtained 1,224 complaints of sexual and physical abuse in immigration detention centers. She and Sen. Kirsten Gillibrand of NY and others have at least hinted that they would want the Justice Department's prosecutorial power less involved in border security.

Pressed to provide a "yes" or "no" answer, Cardin weakly responded, "We have to have an agency at the border; I want that policy to reflect not what President Trump has done". They don't know what that is.

Unfortunately, it appears that Democrats are more interested in manipulating the emotions of people upset by border and immigration enforcement than they are in passing immigration reform.
