Replacing Mr Hunt as Health Secretary will be West Suffolk Member of Parliament Matt Hancock, previously the Secretary for Culture.

Mr Hunt moves to the Foreign Office from the Department of Health and Social Care after having secured a £20 billion-a-year funding increase for the NHS.

Mr Hunt said it was a moment to show that Britain remained a "strong, confident voice in the world".

He added: "It is an astonishing measure of the meltdown at the heart of the Tory Government that this catalogue of failure is rewarded with promotion rather than the sack".

In other Cabinet reshuffles, Jeremy Wright has been appointed culture secretary, and the new attorney general will be Geoffrey Cox.

Johnson and Davis advocate a clean break with the European Union, known as "hard Brexit".

But the illusion of Cabinet unity when the pair resigned yesterday saying they could not commit themselves to promote the plans.

Johnson's ministerial resignation followed that of former Brexit secretary David Davis (who was replaced by fellow Brexit campaigner Dominic Raab) and Steve Baker. "Since I can not in all conscience champion these proposals, I have sadly concluded that I must go".

"It is as though we are sending our vanguard into battle with the white flags fluttering above them", Johnson wrote in a letter that underscored his credentials as a champion of full-speed Brexit. "What the Prime Minister needs to do is to give up on the Chequers proposal ... which does not actually deliver Brexit", he told LBC Radio.

During a day packed with high-profile Cabinet departures, she also faced down her Conservative party's powerful 1922 Committee of backbench MPs, amid rumours they were close to getting the 48 signatures needed to trigger a no-confidence vote that could have removed her as Prime Minister.

Sir Graham refused to say whether he had received any such letters.

Senior backbencher Bernard Jenkin said there had been a "massive haemorrhage of trust" in Mrs May.

May met with Conservative lawmakers in a packed room at Parliament, in a bid to calm the feverish atmosphere in the deeply divided party.
