New York To Cap Uber, Lyft And Other Ride-Hail Services

GOP communications strategist Lee Carter said the ride-sharing cap campaign is less about driver wages and has more to do with congestion on the streets of NY. The new regulations, which restrict new licenses from being issued and stipulate a minimum wage for drivers, last for one year, and are the first of their kind to be imposed in a USA city.

Now the legislation heads for New York Mayor Bill de Blasio's desk, who is expected to sign it.

At the end of July, we learned that the New York City Council was looking into capping the number of ride-sharing vehicles in the city while it tried to figure out related issues like congestion.

"This action will stop the influx of cars contributing to the congestion grinding our streets to a halt", he said in a statement.

"The City's 12-month pause on new vehicle licenses will threaten one of the few reliable transportation options while doing nothing to fix the subways or ease congestion", she said, adding that the company would work "to pass real solutions like comprehensive congestion pricing".

In a committee meeting on Wednesday, New York City Councilmembers cited concerns over pay and quality of life for the 80,000-some drivers now working as independent contractors under Uber and Lyft.

Ride-hailing companies aren't exactly pleased.

New Yorkers who regularly rely on Uber, Lyft and other ride-hailing services to travel around the city's five boroughs may find the apps less convenient in the next year.

Lyft vice president of public policy Joseph Okpaku panned the vote in a statement, saying that the measure "will bring New Yorkers back to an era of struggling to get a ride, particularly for communities of color and in the outer boroughs".

Backers of the proposals say both the traditional yellow cab industry and drivers for app-based services are suffering as Uber cars flood the city's streets.

"New York City is the first city in the country enact drivers' demands into legislation", it said on its website. Occupancy rates will also be standardized for companies like Uber and Lyft, and the areas they can operate in will be limited.
