That's not to say people don't still use the operating system.

It's worth mentioning that The Android Ice Cream Sandwich is now seven years old and the active devices have been below 1% for a while now.

Google recommends Android developers target API level 16 as the minimum supported level. This actually means that the Play Store won't update Play Service anymore, beyond the 14.7.99 version. It was launched alongside the Galaxy Nexus and marked a significant overhaul in Google's design language as well.
