Foreign policy, including Trump's talks with North Korean leader Kim Jong Un, will be a heavy focus of the speech.

The summit could help break a deadlock in U.S.

"Now is the time for Congress to show the world that America is committed to ending illegal immigration and putting the ruthless coyotes, cartels, drug dealers and human traffickers out of business", Trump said in his address.

Last month, USA officials announced progress on a framework deal under which the US would withdraw its troops from Afghanistan in exchange for Taliban promises that the country would not be used by terrorists. "Great nations do not fight endless wars", Trump will say - comments that could upset many in Congress.

Aides have reportedly prepared plans and draft language for such an emergency, but Republican leaders, including Senate Majority Leader Mitch McConnell (R-Ky.), have warned the president that such a measure could backfire by splitting the GOP between border hawks who support it and others who fear it would set a bad precedent as an executive branch power grab.

Trump will speak about the future of the ongoing conflicts overseas in Syria and Afghanistan.
