Cook Islands prime minister Herny Puna said his country's prayers first and foremost were with the victims of the shooting, "their families, friends and loved ones whe are now faced with the irreconcilable loss of their loved ones". Everything was going normally, but suddenly we just started hearing sirens blaring from every direction.

"We pray that people understand that differences should not be resolved through violence".

New Zealand's gun laws are rather lenient at the moment, as anyone over the age of 16 or 18 with a gun license can purchase an unlimited number of "military-style semiautomatic weapons", and most of those guns do not need to be registered.

"It is clear that this can now only be described as a terrorist attack", Prime Minister Jacinda Ardern said, noting that numerous victims could be migrants or refugees. "I would not describe him as a long-term resident".

But that visit, and the kindness of his hosts, did not deter Tarrant from his homicidal plans, which he said he had been formulating for two years - but had not originally meant to act on in New Zealand.

New Zealand is also generally considered to be welcoming to migrants and refugees.

Citing right-wing U.S. commentator Candace Owens as an inspiration, Tarrant also claimed he had been in brief contact with Anders Breivik, the far-right extremist who killed 77 people in attacks in Norway in 2011.

Among the wounded, two were in a critical condition, including a four-year-old child.
