President Trump's First Veto Came After a Historic Rebuke From Congress

Standing behind the president were law enforcement officials and "angel parents" - the parents of children killed by illegal immigrants.

The Senate voted Thursday by a margin of 59 to 41 to block Trump's declaration that an emergency on the border with Mexico requires the construction of a wall, a project for which Congress has not appropriated money.

"Today I am vetoing this resolution".

He had promised a veto of the resolution ending his emergency declaration as soon as the measure was circulated on Capitol Hill.

U.S. President Donald Trump speaks while meeting with Ireland's Prime Minister (Taoiseach) Leo Varadkar in the Oval Office of the White House in Washington, U.S., March 14, 2019. And Trump made clear how he plans to respond, tweeting the word "VETO!" in all-caps moments after Thursday's vote.

As the USA and the European Union struggle to iron out their differences on trade, Trump said, "they are willing to talk to us and if they don't talk to us, we're going to do something that's going to be pretty severe economically".

Sen. Thom Tillis, R-N.C., had said he would oppose the declaration but reversed course on the Senate floor, saying that he was "sympathetic" to Trump's push to deal with the crisis at the border. "I thank all of the Strong Republicans who voted to support Border Security and our desperately needed WALL!"

Trump is expected to issue his second veto in the coming weeks over a congressional resolution seeking to end US backing for the Saudi Arabian-led coalition fighting in Yemen. "Watch, when you get back to your State, they will LOVE you more than ever before!" he said.

Trump declared a national emergency last month, after Congress authorized only $1.3 billion in border wall funding, far short of the $5.7 billion Trump had asked for.

"The fact that this is an emergency is undeniable", Nielsen said.

It is unlikely that Congress will have the two-thirds majority required to override Trump's veto, though House Democrats have suggested they would try nonetheless.
