In the US, the 737 Max will return to service only when the FAA'S analysis of the facts and technical data indicate that it's safe to do so. At the time of the November 27 meeting at the union headquarters, there had already been two incidents involving the MCAS on the Lion Air 737 MAX 8 aircraft in less than 48 hours.

The pilots pressed Boeing officials why the planes were still in the air and why an emergency hadn't been announced.

The software fixes had not gone through by the time a second 737 Max crashed in Ethiopia in March, killing all 157 people on board.

The FAA has concluded that the so-called angle-of-attack sensor disagree light wasn't critical to safety.

The new version of the decades-old 737 was approved with a vulnerable flight-control system and flaws in its fuel tank because Boeing and Federal Aviation Administration management overruled front-line workers, the report charged.

Addressing the topic of autonomous shipping at a Nautical Institute conference Coles was blunt in his assessment saying the shipping industry suffers from the same failings that led to the two fatal crashes of the Boeing 737 Max and its grounding globally.

"I, at the beginning when I first heard of this, thought that the MCAS should have been more adequately explained in the ops manual and the flight manual, absolutely", Elwell said. The FAA investigated the issues after the union filed the report, it said in a statement.

Boeing Co.'s 737 sales tally for this year dropped by 171 aircraft in April as the company adjusted its order book to reflect the financial woes of Jet Airways India Ltd., a major customer of the US planemaker's Max models. Through the agency's Organization Designation Authorization, or ODA, the FAA gives approved companies the authority to issue certifications on behalf of the FAA. They encouraged quick activity after the principal lethal 737 Max crash off Indonesia in October.

Rep. Peter DeFazio, the chairman of the full transportation committee, said a key question revolves around how some pilots apparently didn't know how to respond to the MCAS technology, which causes aircraft to change pitch on their own to avoid a stall. In response, Elwell noted that the process was still the subject of investigation and review.

"It is possible that these planes should never go back in the air", she said. "I really want to see what these investigations and these audits have to say about our current system".

Boeing is now reducing the power of MCAS to tilt the plane down and linking the system to two sensors instead of one.

A Boeing executive at the meeting defended the plane.

Boeing has said the software upgrade and associated pilot training will add layers of protection to prevent erroneous data from triggering a system called MCAS, which activated in the Ethiopian Airlines crash and also during the Lion Air crash.

Cruz, whose state hosts the headquarters of Southwest Airlines and American Airlines, has been particularly tough on the FAA regarding its handling of the safety certification of the 737 Max.
