Huawei says willing to sign 'no-spy' agreements

The order, which has been under consideration for more than a year, won't name specific companies or countries, the news agency reported, citing unidentified sources described as familiar with the plan.

"We are willing to sign "no-spy" agreements with governments, including the United Kingdom government, to commit ourselves, to commit our equipment to meeting the no-spy, no back-door standards", Liang told reporters.

The order is expected to invoke the International Emergency Economic Powers Act, a federal law that authorizes the president to regulate commerce after declaring a national emergency in response to an extraordinary threat to the US.

The order, as it was conceived earlier this year, would not outright ban US sales by the companies, but would give greater authority to the Commerce Department to review products and purchases by firms connected to adversarial countries, including China, one of the people said.

The move would come at a time when US-China tensions are already on the rise.

Washington has told allies not to use Huawei's technology to build new 5G telecommunications networks because of worries it could be a vehicle for Chinese spying, an accusation the firm has denied.

The White House and Commerce Department declined to comment.

Amid United States pressure on European countries to avoid Huawei, Liang has traveled to the U.K., along with senior Huawei executives, to hold meetings with suppliers and partners to promote Huawei's mobile phone network kit.

In January, U.S. prosecutors charged two Huawei units in Washington state saying they conspired to steal T-Mobile US Inc trade secrets, and also charged Huawei and its chief financial officer with bank and wire fraud on allegations that the company violated sanctions against Iran.

Ms May fired defence minister Gavin Williamson - one of the cabinet's big critics of China - earlier this month over a leak alleging that her government will allow Huawei to play a limited 5G role. This would pave the way for an effective ban for companies on doing business with Huawei, and potentially other Chinese companies such as ZTE.

The issue has taken on new urgency as USA wireless carriers look for partners as they rollout 5G networks.

Liang said Huawei did not act on behalf of China's government in any worldwide market.

At a hearing Tuesday, U.S. senators raised the alarm about allies using Chinese equipment in 5G networks.
