Assembly Advances Bill That Would Let College Athletes Make Money

She went on to castigate the NCAA for a letter that association president Mark Emmert sent in June to the chairs of two Assembly committees in June in which he implied that if the bill becomes law as it is written, California schools could face the prospect of being prohibited from participating in NCAA championships.

The Democratic governor quietly acted less than an hour after lawmakers sent him changes he demanded as a condition of approving the bills, even as protesters outside his office chanted for him to veto the measures.

Should the bill be passed into law, all student-athletes in California would have similar endorsement opportunities provided to Olympic athletes.

Legislators approved the changes as protests by hundreds of emotional opponents boiled over, with dissenters delaying Senate debate for almost two hours by shouting and pounding on walls and doors. Many were blocking entrances, appeared to be resisting police and filling the hallways calling for lawmakers to stop the bill. Richard Pan agreed to carry follow-up legislation giving school children grace periods that could last several years on existing medical exemptions.

They unfurled an upside-down American flag from the Senate's public gallery in a traditional signal of distress and chanted "My kids, my choice" and 'We will not comply'.

Lawmakers who spoke during debate on SB 714 were largely in opposition, with supporters limiting their remarks to a formal presentation of the bill's summary.

A re-vote in the Senate could happen as early as Tuesday, per the report. However, a student who previously received an exemption would need to obtain a new exemption before entering kindergarten or 7th grade, or when newly enrolling in a school district or school.

Gov. Gavin Newsom last week called for more changes to legislation meant to crack down on doctors who sell fraudulent medical exemptions.

The companion bill also makes it clear that enforcement will start next year and removes a requirement that doctors swear under penalty of perjury that they're not charging fees to fill out medical exemption forms.

'That's what these people fear, ' Moorlach said of protesters. They were also demonstrating without a permit.

"The NCAA Board of Governors has monitored SB 206 as it has moved through the California legislative process", the NCAA said in a statement.

If the legislation reaches Newsom's desk, he will have 30 days to sign it or veto it. The bill awaits approval from State Senate and a signature from Gov. Gavin Newsom, according to the CBSSports.
