Federal election campaign begins Wednesday

Trudeau will start stumping in British Columbia for a rally in the NDP-held riding of Vancouver-Kingsway while Conservative Leader Andrew Scheer is bound for Quebec and then an evening rally in a Toronto suburb.

The bulk of the NDP platform has been out for months, including putting a tax on the super wealthy to pay for some of the party's promises.

"My job as prime minister is to be there to stand up for and defend Canadians' jobs", he said.

Justin Trudeau began his bid for re-election Wednesday by framing the next 40 days as a time for Canadians to make a choice: whether they want more of his sunny ways or a return to the gloomier days he says are characteristic of life under a Conservative government.

After emerging from Rideau Hall, the Liberal leader spoke about how poverty rates have dropped and job creation is on the rise and attributes both to his party's policies, including the Canada Child Benefit.

Trudeau began his first remarks of the campaign by recalling the victims of the September 11, 2001 terrorist attacks on the United States.

While opposed to the legislation, Trudeau said he would not use federal resources to engage in the provincial law at this time.

Green Party leader Elizabeth May and Jagmeet Singh, the leader of the left-wing New Democrat Party, started the day with rallies.

"Canadians will head to the polls on October 21", Mr Trudeau told reporters after Governor-General Julie Payette, the acting head of state, agreed to dissolve Parliament.

She makes a pitch for voters to back her party and elect MPs who won't "back down, compromise or waffle".

"Over the next five weeks I will be explaining the reasons why Justin Trudeau has lost that authority and our alternative plan", he said in French.

The Tories are pressing Mr. Trudeau on the latest report in The Globe and Mail detailing how the RCMP is looking into potential obstruction of justice in the handling of the prosecution of the Quebec engineering giant but its examination has been stymied by the federal government's refusal to lift cabinet confidentiality for all witnesses.

Speaking to the media outside of Rideau Hall with a backdrop of Liberal supporters, Trudeau took the first opportunity to frame what the election will be about.

Scheer is now off to Trois-Rivieres, Que., for his first campaign event.
