Still, steady hiring and an unemployment rate at 3.7%, near a five-decade low, have helped raise earnings for lower-paid workers employed by restaurants, warehouses, shipping firms and other sectors of the economy.

The nation's poverty rate declined a year ago to 11.8 percent, 0.5 percentage points lower than in 2017, the Census said.

"Some of the folks who fueled the Trump candidacy and presidency still aren't doing great", said Matt Weidinger, a fellow at the American Enterprise Institute who watches poverty trends closely.

The number of people covered by private insurance didn't change, but those covered by Medicaid fell by 0.7% to 17.9%, a decrease in coverage of roughly 2 million people. Health insurance coverage expanded in Wyoming, South Carolina and NY. The breakout reinforces how the ACA's health plans, while attracting considerable political attention, account for only a fraction of the nation's health insurance.

"The decline in public coverage certainly contributed.Private coverage did not statistically change.For children we saw a similar pattern where there was a decline in public coverage and no statistical change in private coverage", said Laryssa Mykyta, chief of the Health and Disability Statistics branch at the Census bureau, in a conference call with reporters. Still, household incomes largely declined for the first five years after the recession ended, before taking a sharp turn up in 2015, when they rose 5.1%.

The data showed that incomes rose substantially in big cities previous year but declined in smaller ones.

The economic expansion hasn't noticeably narrowed the income gap between white and African-American households. "Median household income today is right where it was in 1999".

Income figures show working women earning more money than they did during the boom years before the 2008 financial crisis, surpassing the gains for men. The South was the only region where poverty failed to improve, with the poverty rate in southern states standing at 13.6%, little changed from 2017. This measure also includes the effects of government benefit programs like Social Security and food stamps.

"In general, the uninsured rate in states that expanded Medicaid eligibility prior to January 1, 2018, was lower than in states that did not expand eligibility", the Census Bureau report released Tuesday states.
