No tariffs for 88% of imports in event of no-deal Brexit

French president Emmanuel Macron told United Kingdom prime minister Boris Johnson that the remaining 27 European Union members will make their decision by the end of the week after they discuss whether a proposed Brexit deal can "respect" the bloc's principles and is likely to be passed through parliament. It was set at between 10 and 22% in March when the schedule was first released. The think tank said to the BBC "the government is now adrift without any effective fiscal anchor" and that it would be forced to borrow up to $100bn (€112bn).

The IFS's Mr Johnson said: "Given the extraordinary level of uncertainty and risks facing the economy and public finances, it [the government] should not be looking to offer further permanent overall tax giveaways in any forthcoming Budget".

He added: "In the case of a no-deal Brexit, though, it should be implementing carefully targeted and temporary tax cuts and spending increases where it can effectively support the economy". Plans announced by Chancellor Sajid Javid last month mean that day-to-spending on the National Health Service and policing is now higher than that proposed by Labour Party before the 2017 election, IFS said.

The most likely scenario now is that Brexit is delayed yet again, an outcome that Britain's parliament has sought to ensure by passing a law requiring Johnson to seek an extension if he can't get a deal with European Union officials. "In so doing, we will retain a fiscal anchor to public spending so that decisions are taken with a view to the long-term sustainability of the public finances". This would create a debt level of 90 percent if the UK's national income.

Prime minister Boris Johnson has also emphasised the importance of government spending programmes being temporary, should the economy not perform as well as expected.

The think-tank projected that an increase in public spending in 2020 may be followed by an economic downturn as the government would have to face the consequences of a smaller economy with a larger debt. There will be adjustments to the duty paid on bioethanol fuel to support "UK producers".

The IFS said that a no-deal Brexit could temporarily halt all economic growth for two years, even with "substantial" government spending.

The UK economy is already 2.5% smaller than it would have been had voters chosen three years ago to remain in the European Union, according to Citi's chief UK economist, Christian Schulz.

"Business investment is up to 20% lower than it would otherwise have been, hurting productivity and wage growth", he said. The plan is a revision to the one it published ahead of the original Brexit deadline in March this year.

The IFS assumed that under the no-deal Brexit, interest rates would be cut and "private consumption and investment growth falls while net trade is also a drag on growth".
