UN may run out of money by end of the month: Guterres

Secretary-General Antonio Guterres warned Tuesday that the United Nations is facing its "worst cash crisis" in almost a decade because 64 of its 193 members have not paid their annual dues - including the United States, its largest contributor.

All UN members are required to make annual payments to help fund the bloc's regular budget.

If the funds don't flow in this month from more of the nations in arrears, the UN will likely continue its operations by dipping into its working capital fund temporarily.

There are 193 member states in the UN. In a letter to United Nations employees obtained by CBS News, Guterres revealed that the organization is running a deficit of $230 million.

In a statement, Stéphane Dujarric, Spokesman for the Secretary-General, said member states who have not paid the amount owed are urged to do so quickly. The U.S.is one of the countries that has not yet paid its full dues.

"We are at a tipping point", Guterres said, "and what we do next will matter for years to come".

The News Agency of Nigeria (NAN) reports that the United States is missing on the list of Member States that have paid their regular budget assessments as published on the UN website.

As India's Permanent Representative Syed Akbaruddin has repeatedly pointed out, this affects the countries contributing troops to United Nations peacekeeping operations that are owed millions to offset their expenses and salaries of the peace-keepers.

While the U.S.is one of the countries that have not paid its contribution in full, an official from the U.S. Mission to the United Nations told Fox News that is in part because of differences in U.S. and United Nations fiscal years. It is separate to the peacekeeping budget.

Meanwhile, the Secretary-General has presented a 2.94 billion dollars budget proposal for 2010, same as the 2019 estimates.

President Donald Trump had been considering massive cuts in foreign aid but Reuters reported that he decided against those moves after Congressional backlash in August 2019. "We risk exhausting the closed peacekeeping cash reserves, and entering November without enough cash to cover payrolls", he said. "The Secretary-General therefore looks to Member States to resolve the structural issues that underlie this annual crisis without further delay".
